Nicanor Costa Mendez
Nicanor Costa Mendez was the Argentinian ambassador to Chile between 1962 and 1964 and Chancellor from 1966 to 1969.
Later he was Foreign Secretary during the 1982 Falklands War between the United Kingdom and Argentina.http://www.time.com/time/magazine/article/0,9171,950685-4,00.html Caught in the Fallout, by Thomas A. His duplicity in his dealings with the United States Secretary of State, Alexander Haig, eventually led to a hardening of the US position with regard to support of the British effort to reclaim the Falkland Islands.
