Oscar Tulio Lizcano (1947 -) is a Colombian conservative politician, member of the Colombia Conservative Party. He has been congressman for the Department of Caldas. He was kidnapped in Riosucio, Caldas by the Revolutionary Armed Forces of Colombia (FARC) guerrilla group on August 5, 2000 and was later declared an "exchangeable prisoner" by this group that intends to exchange hostages for prisoners with the government of Colombia.La Voces del Secuestro: Oscar Tulio Lizcano lasvocesdelsecuestro.com Accessed 07 September 2007.
Lizcano is one of the aproximately 59 people kidnapped by the FARC to exchange for the aproximately 500 imprisoned guerrilla members. The exhange has been dubbed the "Humanitarian exchange" ().
