Traveling in Bolivia

I would like to travel to the following cities in Bolivia from La Paz
- Santa Cruz, Tarija. Rurre, Noel Kempff Mercado Park
- Cuzco in Peru
Is it possible to purchase a multiple travel pass (fixed price for a specified number of one-way travel).

What airlines would you recommend?
Does TAM fly to these destinations?
