The Presidential Cabinet of Peru or the Council of Ministers is made up of all the Ministers of the State. This council is presided by the President of the Council of Ministers also known as the Prime Minister. That position is directly appointed by the President of the Republic. The President of the Cabinet (Prime Minister), is who presides over the meetings of the Council (cabinet), unless the President of the Republic is present whereupon he presides.

The Ministers of the Cabinet are directly appointed by the President of the Republic in cordination of the Prime Minister. In thirty days of the appointment of the cabinet, they are presented before the Congress where they much receive votes of confidence.

Functions

The Cabinet has, under the constitution, the following main duties:

Approve laws that the President submits to Congress
Approve legislative decrees and also urgent decrees that dictate the President of the Republic, as well as laws, decrees, and resolutions that the law arranges
To deliberate on subjects of public interest.

For the Cabinet to reach an agreement the approving vote of the majority of its members is required.

Ministers

The Ministry of the State is in charge of managing politics and the activities of various sectors that direct and manage public services. The requirents to be a Minister of the State are to be Peruvian by birth, a citizen, and be at least 25 years of age.

The President of the Republic appoints discretionally, in cordination with the Prime Minister, the Ministers of the State. In special situations, the Minister of one Ministry can temporarily obtain the position of another Minister of another Ministry in case of illness, travel, or other absence.

All actions by the President must be approved by the Minister of the State corrispondent to the category of the action, to be valid.
